WESTMORELAND CONSERVATION
COMMISSION
September 6, 2007
The meeting convened at 7:03 p.m. with Marshall Patmos, George Duke, Dick Schmidt, Walter Derjue and Jeff Smith in attendance. John Lukin arrived a short time later.
The minutes from August 2, 2007 were read and approved.
Marshall reported that there have been no changes to the Conservation Fund since our last meeting.
Marshall said that he would be sure that Jim Blake’s letter with the proposed change to the Site Pan Review Checklist regarding wetlands as part of the review process gets mailed to the Planning Board.
At this point two guests were introduced. Richard Cate of Partridge Brook Road, Westmoreland, complimented the Conservation Commission for its participation in the Cheshire County Delegation County Farm Advisory Committee meeting on August 8th at the Keene Public Library regarding permanent protection of the County Farm. He also shared some thoughts he had on this subject. Celena Gallen of River Road, Westmoreland, came just because of her interest in conservation issues in Westmoreland.
Marshall reported that so far nothing has been done to reduce the height of the dam on town owned land at Owls Hill Road. Apparently the height of an existing beaver dam had been raised by someone to create a larger pond for ice skating, Unfortunately this also created a flood hazard for those downstream. Marshall said he would contact Gary Hudson regarding this issue.
Marshall reported that he had gotten a bill in the amount of $175.00 from the New Hampshire Association of Conservation Commissions for our 2008 membership dues.
Marshall said he had received a letter from Jennifer O’Hara Palmiotto, Source Protection Specialist for the Granite State Rural Water Association, offering her services. Ms. Palmiotto develops water source protection plans using a watershed approach. John offered to call her for more information.
Marshall announced that Bob Moore is the new Zoning Administrator for Westmoreland.
George brought up the subject of steep slope development in Westmoreland. After some discussion, it was decided that a good place to start would be to see what Keene’s Steep Slope Ordinance says. George said he would look it up and report back.
