WESTMORELAND SELECTMEN'S MINUTES

                                                           October 4, 2007

 

PRESENT: David Putnam, Marjorie Merena, Paula Fitzpatrick, George Laine and Tina Cutter

 

Absent: Wesley Staples

 

David Putnam called the meeting to order at 7:02 PM.


PUBLIC BUSINESS:

            Paula Fitzpatrick was in to talk to the Board of Selectmen about a culvert that she had put in on her property that had been taken out. Paula explained that Bob Burke (logger) had spoken to Gary Hudson (Road Agent) and was given a permit for this temporary culvert. Paula informed the Selectmen that it had been taken out and neither Paula or Bob Burke was notified and they’re not sure who is responsible . Paula feels that she paid to have the culvert put in on her property that it shouldn’t have been removed and would like it replaced or she would like to be reimbursed for culvert and labor. David Putnam said that he would contact Gary first thing in the morning try to get some answer and would get back with her.

 

ACCOUNTS PAYABLE:

            David Putnam moved to approve the Accounts Payable Manifest in the amount of 19,326.09. Seconded by Marjorie Merena. All in favor, so voted.

 

SELECTMEN'S MEETING MINUTES

            Correction to September 20, 2006 meeting.

 

            The Minutes should read:

 

            Attorney Sam Bradley was in to discuss a letter the Selectmen received from Attorney James Romeyn Davis regarding a request for Immediate Rescission of any authority given to John Burt, Steve Burt and Arthur Burt at the September 6, 2007 Selectmen's Meeting. Attorney Bradley informed the Selectmen that he feels that the Selectmen didn't have the authority to authorize John, Steve and Arthur to upgrade Hartwell Mill Road, a class 6 road, to a class 5 road. Attorney Bradley explained that there are a three ways that this can be done: 1. by vote at Town Meeting, 2. by submitting a formal petition to the Selectmen, notifying abutters, posting a public notice for a hearing. After the hearing the selectmen make their decision, 3. by proceeding thought the Planning Board.

 

            Selectmen's meeting minutes of September 20, 2007 were approved as corrected and moved by David Putnam. Seconded by Marjorie Merena. All in favor, so voted.

 


NEW BUSINESS:

            Tina received an e-mail from Elaine Moore asking the Board to give her a couple of dates and times when they would be available to meet with the Planning and Zoning Boards to discuss various issues. David and Marjorie agreed on Oct. 11th , at 7pm  and or Oct 17th at 7:00pm. Tina will e-mail Elaine to inform her of the dates they are available.

 

            The Board of Selectmen received a letter from Jim Rice (town assessor) explaining that Dept. of Revenue Administration will be reviewing all of the assessing practices in Westmoreland next year. Jim explained how he has been assisting Tina with the assessment record filing system. Also organizing all Current Use records. 

 

            Notice of Intent to Cut Wood or Timber Map R13 Lot 8A: David Putnam moved to approve signing the notice of intent to cut wood or timber from Broadridge Investments, LLC. Marjorie Merena seconded. All in favor, so voted.

 

            Notice of Intent to Cut Wood or Timber Map R19 Lot 8: David Putnam moved to approve signing the notice of intent to cut wood or timber from William Faulkner. Marjorie Merena seconded. All in favor so voted.

 

OLD BUSINESS:

            The Board of Selectmen received a formal Petition from Steven L. Burt, John L. Burt, and Arthur L. Burt.  The Burts have petitioned the Board of Selectmen for approval to upgrade 40 feet of Hartwell Mill Road to class 5 status. Hartwell Mill Road is on Map 8 and is in the Medium Density Residential District. A Public Hearing will be held on October 25, 2007 at 7:00 p.m. at the Westmoreland Town Hall.

 

            The Board of Selectmen received a letter from Patrick Baker in regards to mowing on his property on the Great Meadow Ferry Road. The letter was read and noted.

 

WARRANTS:

            Timber Tax Warrant – Marjorie Merena moved to approve the following Timber Tax Warrant to Broadridge Investments, LLC. – MapR13 Lot 8C, D, E. Seconded by David Putnam. All in favor, so voted.

 

LETTER TO BE SIGNED:

            David Putnam moved to approve signing the 9-1-1 ALI Database Liaison Appointment form. Marjorie Merena seconded. All in favor, so voted.

           

David Putnam moved to adjourn the meeting at 8:12 PM. Seconded by Marjorie Merena. All in favor, so voted.
