Selectmen's Minutes
February
19, 2009
PRESENT:
Dave Putnam, Marjorie Merena, Russ Austin, Bob Moore,
Cindy Hatt
-----
Dave called the meeting to order at 7:00PM.
PUBLIC BUSINESS:
1. Bob Moore reviewed the "10% rule" regarding budgets and the Board
discussed the possible implications for the upcoming Town Meeting.
Bob also reminded the Board that a Joint Loss Management Committee is
needed. Marjorie agreed to help organize this committee. It should
consist of a Selectman, a Town resident and representatives of the
Highway and Fire Departments.
2. Cindy Hatt left some abatement requests for our
assessor.
ACCOUNTS PAYABLE:
Dave moved that the accounts payable totalling
$19,190.22 be
accepted. Marjorie seconded the motion and it passed.
SELECTMEN'S MINUTES:
Dave moved that the minutes of the February 5 meeting be accepted.
Russ seconded the motion and it passed.
OLD BUSINESS:
1. Joint Loss Management Committee - Addressed above
2. Daggett Hill complaint from previous meeting - The Board will
instruct our Town Counsel to proceed with sending a letter to the
property owner. The letter will state the ordinance violation(s)
along with the Town's enforcement procedures.
NEW BUSINESS:
1. Local Government Center - Notice of Bonds was received for the
Town Clerk, Treasurer, Tax Collector, Deputy Tax Collector and
Trustees of Trust Funds.
2. E-mail - Triple-T Trucking: We have been advised that
not take our recyclable cans, plastic, and glass if we do not also
give them our paper and corrugated board. At present Recycling
Services take our paper and corrugated and the payment for these
goods off-sets the hauling cost. Brattleboro took our cans, plastic,
and glass at no charge until recently when they asked a fee of $25
per ton. Triple-T has absorbed that cost and advised us of the
situation in Keene. Marjorie will contact Richard Cooper, our NRRA
representative.
3. E-mail from Terry Cox -- Terry Cox would like Farr Hill Road to be
paved. Since it is too late for the cost of this to be included in
the 2009 budget, the Board will consider this when preparing the 2010
budget.
4. Letter from Jim Poulette - Jim was concerned about
winter parking
along Depot Road. The State will supply "No Parking" signs upon
request from the Board. A letter requesting this will be sent to
William Lambert at the NH Bureau of Traffic.
5. Letter from Dick Schmidt - This was an invitation from Cool
Monadnock to attend a round-table discussion on
energy reduction for
area towns. No Board representative will be able to attend.
6. Postmistress Marissa has purchased 5 "Falling Ice" signs for the
Post Office parking area. Custodian Ed Messer will be asked to
install them.
7. Letter from Chief Harry Nelson - Chief Nelson was asked to
evaluate the use (by the Historical Society) of a corner closet/room
in the upstairs of the Town Hall. The use of the room would require
relocating the chairs presently stored there and installing a smoke
detector. He also listed strict usage conditions. The Board feels
that chair storage is the only practical use for this room. A letter
will be sent to Jan Carpenter, Historical Society Secretary, as soon
as possible.
8. Letter from the Law Office of Rebecca Todd - This was a copy of a
letter sent from Attorney Todd to Pam Martens. It addressed the
general topics that were brought up by Ms. Martens in her letter to
Rev. Selena Gallen.
9. Letter from James Aldrich - This letter requested some information
relating to the use of his land. Tina.has sent the
requested forms.
Russ moved to adjourn the meeting at 9:20 PM. Marjorie seconded the motion.
