Westmoreland Selectmen's Minutes
                                                            March 5, 2009

PRESENT:
Dave Putnam, Marjorie Merena, Russ Austin, Jan Carpenter, Sally Hatt

Dave called the meeting to order at 7:00PM.

PUBLIC BUSINESS:
Jan Carpenter, Historical Society Secretary, expressed her
disappointment that two requests had apparently not been addressed by
the Board. She had asked that the Town consider establishing a
capital reserve fund for the maintenance of the Corner School - but
that was not included in the Town Warrant. Also, she had emailed the
Historical Society Report to the town office. It was to be included
in the Annual Report of the Town - but it was not. Dave apologized
for overlooking the capital reserve request and assured her it was
unintentional. He informed her that some funds had been
carried over from the 2008 budget and were specifically designated
for the Corner School repair. As far as the Annual Report omission,
the email never was received at the office. The Board suggested
having copies of the report available both at the polls and at the
Town Meeting.

William Huntley questioned his acreage as it had changed on the most
recent tax bill. An abatement request and copy of his survey will go
to the assessor.

Gary Hudson informed the Board that he is considering a change in the
vendor that provides uniforms for the road crew. If the change
occurs, it will result in a small cost saving for the Town.

ACCOUNTS PAYABLE:
Dave moved that the accounts payable totalling $19,411.69 be
accepted. Marjorie seconded the motion and it passed.

SELECTMEN'S MINUTES:
Dave moved that the minutes of the February 19 meeting be accepted.
Russ seconded the motion and it passed.

OLD BUSINESS:
Letter from Pam Martens - This concerned the Board's response to her
most recent letter. The Board will respond to her in writing and will
include copies of both permits (Building and Zoning) that she
requested..

Joint Loss Management Committee - Marjorie had invitations for the
selected members and, if all can attend, will inspect the town
buildings on Tuesday, March 10, at 5:00pm.

A report was received from Constable Sean Parent regarding the
situation on Daggett Hill. The report will be sent to the town
Attorney.

NEW BUSINESS:
1. Pistol Permit - one pistol permit was signed.
2. Intent to Cut Wood or Timber - William & Barbara Chase Map R4 Lot
5 Spofford Road
3. Letter from Attorney Sam Bradley regarding the ordinance violation
on a property on Daggett Hill.

4. Letter from Peter Heed appointing Don Hall and Tom Warner as
assistant moderators for Town Election.
5. Letter from the State of New Hampshire - This concerned a vehicle
inspection station permit for Eugene Bowman. It was approved by the
Board and signed by Dave.
6. Letter from the Trustees of the Trust Funds - This letter assured
the Board that all Trust Funds of the Town are secure.
7. Marjorie presented suggestions from our NRRA contact in regard to
the fees for disposing of recyclables and the need for us to be
represented at the monthly local transfer station manager's meetings.
Marjorie will discuss this with Earl Kathan.
8. Copies of Westmoreland Welfare Guidelines were received from
Elaine Moore for review by the Selectmen.
