Westmoreland Selectmen's Minutes
                                                                 July 3, 2008

PRESENT:
Marjorie Merena, Russ Austin, Bob Moore, Russ Kotfila

Marjorie Merena called the meeting to order at 7:05pm.

PUBLIC BUSINESS:
Russ Kotfila expressed his concern about the access to the Chaffee
Cemetery
through George Malloy's property on Popruck Road off
Hurricane Road. The Right-of-way to the cemetery entrance is blocked
by a large pine tree which Russ would like taken down. There was
discussion of the deeded r-o-w discussed at an earlier selectmen's
meeting (several years ago). Tina will attempt to locate that
discussion. A letter will be sent to George Malloy respectfully
requesting the removal of the tree.

ACCOUNTS PAYABLE:
The bill from the Keene transfer station in the amount of $625 for
Spring Household Haz Mat Days was discussed as that amount seemed
high for the seven days open to Westmorelanders. Although we are
scheduled for the Summer and Fall, eliminating them may be a savings
of $1250. Marjorie will call for the specifics of the program, our
commitment to it, and how many of us took advantage of it.

The Local Government bill for insurance was discussed. Tina will
contact them in regard to whether or not we will incur an additional
cost for the additional part-time constable.

Russ motioned to accept the manifest in the amount of $20,579.39
which included the additional invoice from Granite State Assessing in
the amount of $992.00. Marjorie seconded the motion. All in favor so
voted.

SELECTMEN'S MINUTES:
Marjorie motioned to accept the minutes of June 16, 2008. Russ
seconded the motion. All in favor so voted.

NEW BUSINESS:

The rental of Town Hall was discussed. Consumption of alcohol and
liability to the town, although covered in the rental agreement, was
questioned. With the cost of fuel going up - gas (stove) electricity,
and heating oil,the rental fees need to be reconsidered.

Letter from Dept. of Revenue re: James Porter-timber cutting- was discussed.

Letter from Northeast  Resource Recovery Association re: "Meeting
Single Stream Recycling" was discussed.
The meeting is July 16 in Concord.

Letter from Local Gov't Center- 2009-2010 Legislative Policy Process
- Liability Trust Renewal was reviewed.

Pistol Permit - renewed

E-911 Mapping Liaison Appointment Form - read and discussed.

Letter from Patrick Baker regarding alleged trees and shrubs cut on
his property was referred to the Road Agent.

Twin State Truck Service, Inc. - Letter held for next meeting when a
full board is present.

Intent to Cut: Allan Spiegler Map R13, Lot 6, Hurricane Road.

OLD BUSINESS:
Arthur Sharkey - abatement: The date of the property merger, June 6,
2006
, which the planning Board accepted July 7, 2006, occurred well
after the April 1 deadline for the tax year. The merger, resulting in
a single tax bill, was effective in 2007. The 2006 tax bill stands as
is.

Letter from Attorney Bradley - Hatt vs. Town of Westmoreland removed
to non-public for discussion.

WARRANTS:
Anson Burt and Bill Cleary -Timber Tax -R11, Lot 34

LETTERS TO BE SIGNED:
None

Marjorie made a motion to go into non-public session at 8:40.

The non-public session ended at 8:50.

Russ moved that the meeting adjourn at 9:05. Marjorie seconded the
motion. All in favor so voted.
