WESTMORELAND SELECTMEN'S MINUTES

September 6, 2007

 

PRESENT: David Putnam, Wesley Staples, Marjorie Merena, Steven Burt, John Burt, Arthur Burt, George Duke, Dick Schmidt, and Tina Cutter

 

David Putnam called the meeting to order at 7:05 PM.

 

PUBLIC BUSINESS:

Steven Burt, John Burt, and Arthur Burt asked about getting a driveway permit for their property on Rt. 63. As access already exists off Rt. 63, they would like to add to it. Wes said it would be ok to issue the permit. Dave made the motion to grant the driveway permit, Wes seconded it. All in favor, so voted. The selectmen are aware they will most likely be reprimanded for doing so. The Burts will see the highway agent for specifics.

 

George Duke suggested that the Town issue license plates and stickers to residents as it would generate money for the town ranging from $1.50 to $5 per vehicle (as it is, we go to Keene and pay the same). The prep work to issue plates would cost $1700 (computer stuff) and even the town of Ackworth (pop. 450+-) does it. Dave stated that the town voted it down in March 2003.

 

ACCOUNTS PAYABLE:

Wesley Staples moved to approve the Accounts Payable Manifest in the amount of $83,714.51 Seconded by David Putnam. All in favor, so voted.

 

SELECTMEN'S MEETING MINUTES of August 16, 2007 were approved and moved by David Putnam. Seconded by Wesley Staples. All in favor, so voted.

 

NEW BUSINESS:

The Board of Selectmen decided that the History of Westmoreland book will be sold for $35.00 and will be available after October 4, 2007.

 

Marjorie Merena brought to the boards attention that our AED System that is located in the Selectmen's office should be placed in a more visible place in case of an emergency. The Selectmen will be looking into a more visible place.

 

The Board of Selectmen received a letter from Patrick Baker & Betty Ann Sather concerning some cutting along the side of the travel path of Great Meadow Ferry Road done by the Highway Department. The letter was also forwarded to the Road Agent. Patrick & Betty feel they had doubled the swath cut and caused some damage. David Putnam inspected the location and stated that they can legally cut 25 feet from the center of the road.           

 

Virginia Gitchell sent a letter of inquiry regarding the resurrection of The Westmorelander. Marjorie was the last person to work on the publication and will contact Virginia.

 

OLD BUSINESS:

The Planning Board established the Rules of Procedure for the Planning Board and asked the Selectmen's permission to forward these to Sam Bradley for review. The Selectmen asked Tina to e-mail Lauren and let her know that they give their permission to forward them.

 

The Selectmen are pricing light weight folding tables to replace the old heavy tables in the large meeting room.

 

Older trees on the Common: Godfrey Renaud from Turner & Renaud came out and looked at the Red Maple and Sugar Maple on the Common. The sugar maple is dying and should come down (Wes will remove it). The Red Maple needs pruning and a cable to keep it from splitting. Pruning and the cable will cost $250. David suggested that the town split the cost with the Garden Club. Marjorie will contact the Garden Club.

 

David Putnam moved to adjourn the meeting at 9:06 PM. Seconded by Marjorie Merena. All in favor, so voted.
