WESTMORELAND CONSERVATION COMMISSION

February 7, 2008  Meeting Minutes

 

The meeting was called to order at 7:00 pm with Marshall Patmos (chair), Walter Derjue, and Russ Martens in attendance.

 

Guests, Peter Throop from the Monadnock Conservancy and Carrie Blood from Antioch University were present.

 

Presentation for the Community Conservation Partnership

 

Peter Throop distributed his handouts for the presentation and said that Carrie Blood would be taking part in the training for the partnership task force at Antioch University.

 

Peter presented his project overview and discussed the elements that would support a successful Community Conservation Partnership and said that the five towns to participate would be Westmoreland, Walpole, Surry, Gilsum and Alstead.

 

After the presentation, Peter requested to set up a meeting to create a town task force.

A meeting date of February 20th at 6pm was tentatively set. Marshall said that he would speak to the selectmen after the meeting and would also contact people from the Zoning and Planning Boards along with any other people whom he thought would be interested.

 

Peter and Carrie left the meeting at 8pm.

 

 

The minutes of January 3, 2007 were read. Marshall made a correction to the County Wetland Mitigation item under New Business. The wording was corrected to state the following:

 

County Wetland Mitigation  Barry King called Marshall regarding a permanent protection of land on the County Farm for an area of wetlands that will be disturbed at the new building site of the County Jail in Keene. Marshall will clarify whether upland or wetland property will be exchanged. Jim and Marshall volunteered to be involved in further discussions of the land protection.

 

Approval of the minutes will take place in March when there is a quorum.

 

Old Business

 

Checklist issues outside of Planning Board  Marshall said that he would reschedule the meeting with the Zoning Administrator and the Building Inspector.

 

Spring Roadside Cleanup  Russ said that he spoke with Jeff Smith and that he would be happy to assist. Jeff said that he will notify the Garden Club about the date and will get together with Russ to go over last year's material.  Plastic bags for the roadside refuse are supposed to be in the Commission's Closet.

County Farm Conservation Easement Issue  There was nothing new to report on the easement issue.

 

Surface Water Protection  No additional information was available.

County Wetland Mitigation  Marshall reported that there is a meeting scheduled at the County Farm on Thursday February 14, at 9 am. Those interested in attending should meet at the barn. The properties that were located in Keene had been rejected. The purpose of the meeting was to walk the land that would be exchanged.  Marshall mentioned that Chris Gajeski, an environmental scientist for the Louis Berger Group,  was working with the County. Steve Roberge, Cheshire County's Forester, was working on the GPS locations for the property.

New Business

Agricultural Commission/Committee  There was a brief discussion regarding the Agricultural meeting held in the Town Hall on January 23. Further discussion regarding this meeting will take place at the next meeting when full membership is in attendance.
