Westmoreland Selectmen's Minutes
                                                            March 20, 2008

PRESENT: David Putnam, Russ Austin, Marjorie Merena, Mark Terry, Russ Martens
David Putnam called the meeting to order at 7:02 PM.

Note: Tina Cutter, our Administrative Assistant, left work Wednesday
afternoon and Wednesday evening Alexis and Ayden arrived at 8:01 and
8:02pm. All are doing well, however, Tina was not in on Thursday to
prepare the files for out meeting.

PUBIC BUSINESS:
Russ Martens requested approval of the Conservation Committee's
roadside clean-up scheduled for Saturday, April 19 (rain date
Saturday, April 26). The Selectmen approved.

ACCOUNTS PAYABLE:
The accounts payable manifest was not complete.

SELECTMEN'S MINUTES:
The minutes of the March 6 meeting were not printed out and will be
addressed at the next meeting.

NEW BUSINESS:
Max Warren communicated by phone regarding his tax bill for 2007. The
bill stands as sent. Abatement request received this year is under
consideration for 2008 property tax.

The Selectmen voted to purchase the compactor and converter (that are
at our transfer station) from Waste Management for $3500. Marjorie
will contact Peter Lachapelle at Waste Management and relay decision.

David Putnam talked to Constable Jim Cemorales regarding the cut in
funding at Town Meeting. Jim accepted that.

Dave Putnam is arranging for our Administrative Assistant, Tina
Cutter, to have a laptop computer with wireless connection to her
computer in the office to access files and keep things up to speed
while she is home on maternity leave. We must have Verizon connect us
to DSL. Bob Moore offered to "man the office" in Tina's absence. Most
telephone calls and walk-in requests are for tax card and real estate
information, and for renting Town Hall. Bob is familiar with the
location of that information. As a "temp" would just answer the phone
and leave us messages to respond to, the selectmen felt that
residents would appreciate someone who knew the office filling in.
Dave motioned to have Bob tend the office during Tina's regular
hours, Russ seconded the motion, all in favor so voted.

Marjorie made the motion to elect David Putnam Chairman of the
Selectboard. Russ seconded the motion, all in favor so voted.

Marjorie had a list of concerns that were addressed, discussed and
tabled unless otherwise noted:
* Length of term committee members may serve
* The Town Hall energy audit with PSNH - Marjorie will schedule
* Bids for Town Hall renovations - When the notice for
estimates was posted and e-mailed, Jim Merritt was the only
respondent. Anyone interested in submitting a quote is welcome to
view the rooms to be worked on and the layout at the selectmen's
office and submit their bid.
* Appoint a group to study land and its uses for the town
that would be appropriate for the town to acquire.
* Sand and salt "discounts" at the Highway garage and safety
issues regarding residents helping themselves.
* Clean-up and expansion of "put-n-take" at the transfer
station - Marjorie will round up the usual volunteers.
* Metal collection at our transfer station - Metal collection
will stay as it is for now and will be addressed as we switch from
Waste Management running the Transfer Station to running it ourselves.
* Town Hall rental - security and heating issues
* Request for Town Meeting to be held on a Saturday in May
* Concern regarding Historical Society's request for
historical materials as they have not acted on their request for
reprinting the town history (the selectmen and library are actively
selling the books)
* Corrections to the cemetery report (names not included in
deaths) - Letter will go out to the Cemetery Committee.

OLD BUSINESS:
Bids for trucking recyclables and waste will be sent to Triple T
Trucking, Waste Management, and "Reds" Monadnock Trucking.

LETTER  TO BE SIGNED:
Cindy Adler requested a letter from the selectmen confirming, as
voted at Town Meeting, that she is the Municipal Agent for
Westmoreland. Marjorie will type that letter for the selectmen to
sign.

The contract for auditing the books for the Town Tax collector,
Clerk, and Treasurer was signed.

A cemetery deed was signed.

As the notice of intent to cut and pistol permits were not available,
they will be dealt with as soon as possible.

The meeting was adjourned at 9:45 pm
