WESTMORELAND SELECTMEN’S MINUTES

April 5, 2007

 

PRESENT: Wesley Staples, Marjorie Merena, Sam Greene – NH Dept. of Revenue, Elaine Moore, Jan Carpenter John Harris, Ian Dewey, Elizabeth Dewey, Jeffrey Smith and Tina Cutter.

 

ABSENT: David Putnam

 

Wesley Staples called the meeting to order at 7:05 PM.

 

ACCOUNTS PAYABLE

            Wesley Staples moved to approve the Accounts Payable Manifest in the amount of $27,269.11 Seconded by Marjorie Merena. All in favor, so voted.

 

SELECTMEN’S MEETING of March 15, 2007 was approved and moved by Wesley Staples. Seconded by Marjorie Merena. All in favor, so voted.

 

Jan Carpenter was in to discuss the Towns History Book. Jan presented the Board with estimates for the reprint. Marjorie is looking into printing the book on archival paper. No action taken at this time.

 

Elaine Moore was in to talk about the Joint Loss Management Committee. Marjorie will be coordinating that committee and setting up schedule. Elaine Moore has requested that the Board of Selectmen reappoint her to continue as Overseer of Public Welfare.

               

Sam Greene with the New Hampshire Department of Revenue was in to discuss Warrant Article # 17 (Petition Article) stating that the statistical update property assessment in 2006 in Westmoreland should be replaced. Sam Greene explained how the statistical update works and the breakdown, the statistics did show level assessing. From theses results the New Hampshire Department of Revenue does not recommend article #17 be brought forward.

 

Elizabeth Dewey and Ian Dewey were in to clarify the status of Hunt Road. They had asked if Hunt road has been accepted and would like something in writing with the clarifications. Wesley stated that Hunt Road has been accepted a letter will be sent to them after next Selectmen’s meeting.

 

Jeffrey Smith was in to obtain signatures from the Board of Selectmen to participate in the Litter – Free New Hampshire program. The date and time for this year’s event will be Saturday, April 21, 2007 from 9:00 a.m. until approximately 11:30 a.m. at the Westmoreland Town Hall. Wesley moved sign the agreement. Seconded by Marjorie Merena. All in favor, so voted.

 

NEW BUSINESS

 

Pistol Permit: Wesley Staples moved to approve a pistol permit for Dave Kotifila. Seconded by Marjorie Merena. All in favor, so voted.

 

Marjorie Merena suggested 1 Thursday evening a month for the Selectmen’s office to be open to the public. No action taken at this time.

 

Timber Cut – Donald Hardwicks Map 18 Lot 3. Wesley moved to sign the intent. Seconded by Marjorie Merena. All in favor, so voted.

 

Notice of Intent To Excavate – Michael Cersosimo Map 1 lot 19. Wesley Staples moved to sign the intent. Seconded by Marjorie Merena. All in favor, so voted.

 

Notice of Intent to Excavate – Cold River Materials Map 19 Lot 6. Wesley Staples moved to sign the intent. Seconded by Marjorie Merena. All in favor, so voted.

 

The Board received a request from Linda Schreiber for a renewal of her Junkyard Permit. Wesley Staples approve the permit. Seconded by Marjorie Merena. All in favor, so voted.

 

The Board received a Notice of Groundwater Management Permit from The New Hampshire Department of Environmental Services, for the Town of Westmoreland landfill. The permit was not signed at this time do to incorrect expiration date. The Permit will be returned for correction.

 

The Board received a letter from Real Data Corp offering their annual Grantor Index of all real estate transactions in Westmoreland for the tax year April 1, 2006March 31, 2007. No action taken at this time.

 

The Board of Selectmen received an inspection report for eleven municipally owned bridges in the Town of Westmoreland from the New Hampshire Department of Transportation.

 

The Board received a letter of concern from Keith Swenson. Mr. Swenson has brought to the Boards attention that Edward Yoerger has been diverting a stream/spring water onto his land to create a pond on his property on Daggett Hill Road. The Board will send a letter to the Department of Environmental Services to see whether this is legal and what course of action should be taken.

 

WARRANTS:

            Timber Tax Warrant – Marjorie Merena moved to approve a Timber Tax Warrant to William Faulkner- Map 19 Lot 8. Seconded by Wesley Staples All in favor so voted.

 

            Timber Tax Warrant – Wesley Staples moved to approve a Timber Tax Warrant to Andy & Maryellen Russell – Map 12 Lot 28, 29. Seconded by Marjorie Merena. All in favor so voted.       

           

Wesley Staples moved to adjourn the meeting at 9:34 PM. Seconded by Marjorie Merena. All in favor, so voted.
