WESTMORELAND SELECTMEN'S MINUTES

PRESENT: Marjorie Merena, Russell Austin, Russell Kotfila, Tina Blanchard, George Laine, Bill Campbell, Bruce Russell, Dennis Chamberlin, Robert Moore Jr.


Marjorie Merena called the meeting to order at
7:07 PM.

PUBLIC BUSINESS:

 

Bruce Russell came into the Selectboard to inquire why Russ K. was inquiring about whether or not his son’s plans for a common driveway on his subdivided land had proper approval. Russ K. said he had been asked by an abutter whether or not Andy Russell had appeared before the Zoning Board in order for them to consider whether to grant a Special Exception. Russ K. said he didn’t know but would find out and get back to them. Bruce Russell was upset by this and stated that the abutters were upset that they hadn’t bought the land. Bruce Russell stated Andy had been given permission by Bob Moore for the common driveway. Russ K. showed Bruce Russell a plot plan and asked where the common driveway was going. Bruce pointed out the location and asked Russ if there was a problem with that. Russ K. said there could be problems with it if the land changed hands.  Russ K. stated a common driveway is granted and deeded, all who have legal access to the common driveway have legal right to it then. Russ K. said that he feels the Zoning Board must have a hearing on an application for a request for a common driveway. Russ A. stated that Bob Moore would be in later and we would discuss it with him. Bob Moore came in and the situation with Andy Russell’s common driveway was discussed. Russ K. looked at section 414 and section 305.1 along with Bob Moore. Bob Moore said he hadn’t realized that a Special Exception was needed. Russ A. suggested that Bob Moore speak with Bruce Russell because he had left feeling everything was ok.

 

Road Agent Gary Hudson was in to inform the Board that he will be on vacation the week of June 15, 2009.

 

Zoning Administrator Robert Moore Jr. brought in a Zoning Board permit to file at the selectmen’s office  for Norman Klein. Bob also presented the board with Intents to Cut Wood or Timber for himself and April Ferguson Rev. Trust.

 

 

ACCOUNTS PAYABLE: Russ A. moved to approve the Accounts Payable Manifest in the amount of $93,112.15, Seconded by Russ K. All in favor, so voted.

 

SELECTMEN'S MEETING MINUTES of May 21, 2009 were approved unanimously.

 

OLD BUSINESS

Avitar Associates of New England – Software & Installation Agreement was approved and signed.

 

Avitar Associates of New England – Seminar, Tina will be attending a Software User Group on July 15, 2009.

 

Land Use Change Tax – Jim Rice provided documentation regarding David & Elaine Putnam’s purchase of land from Heidi Watts. The question was resolved.

 

Correct Appointment – This correction was necessary because Marjore Merena can’t appoint herself as a Trustee of the Library.

 

 

NEW BUSINESS:

E-mail  Roadside Cleanup Project – The day was a success. The Conservation Commission has tentatively planned for another Roadside Cleanup Day for
Saturday April 17, 2010.

 

E-mail/Letter Russ Martens – The Board of Selectmen replied with a letter to Russ.

 

Intent to Cut Wood or Timber – William & Barbara Chase Map R4 Lot 5 was approved and signed.

 

Intent to Cut Wood or Timber – Arthur Cooley Map R5 Lot 1 was approved and signed.

 

Inspection of Municipally owned Bridges – This Documentation was forwarded to Road Agent Gary Hudson.

 

WARRANTS:
Intent to Cut Wood or Timber – Lisa & James Porter Map R4 Lot 42,43 approved and signed.

 

 

Russell K moved to adjourn the meeting at 10:06 PM. Seconded by Marjorie. All in favor, so voted
