SELECTMEN'S MEETING MINUTES of July 2, 2009 were approved unanimously.

Jim Merritt presented the Board with a bill for materials needed to begin the town hall renovation.

At the opening of the meeting Russ Kotfila read out loud this letter: Madame Chairperson, I would like to take this opportunity to thank you for having the informational hearing that was held on Tuesday, July 7th at our Town Hall regarding the elimination of the Men’s Restroom. Hopefully the concerns of many of our residents at the meeting that only a unisex restroom would exist after the renovations are completed were met. I would like to take this opportunity to state for the record that as a member of the current Selectboard I feel these renovations should not go forward for the following reasons.

  1. I can find no evidence of a vote taken at a properly posted meeting held prior to the fiscal year 2008.
  2. I could not find a properly countersigned contract that would also be required to encumber the remaining funds for the renovations to be continued this current year of 2009.

Respectfully,

Russ Kotfila

Marjorie Nominated Jackie Cleary as Secretary of the Zoning Board, Seconded by Russ A., All in favor, so voted.

Marjorie Nominated Bill Chase as Emergency Management Director, Seconded by Russ K., All in favor, so voted.

OLD BUSINESS

The Board of Selectmen signed two Pistol Licenses.

On June 13th 2009 Marjorie and Russ A. attended Alex Remy’s Eagle Scout Ceremony and would like to congratulate him on this accomplishment and thank him for choosing the South Village Cemetery as his Community Services Project. Alex raised money and installed 2 benches, purchased materials and repaired the storage building and cleared brush from two sides of the cemetery.

NEW BUSINESS:

Notice of  Intent to Cut Wood or Timber – Marc Toyloy, Map R4 Lot 5-6  Spofford Rd.

NH Retirement System letter – forwarded to JoAnn.

Solid Waste Management Bureau e-mail – The Bureau plans to visit numerous transfer stations this summer to gather information to assess the overall practices of NH transfer stations.

Northeast Resource Recovery Association letter – No action taken at this time.

The Board of Selectmen abated Robert & Barbara Asselin Property Taxes for the years of 1999 – 2008.

The Board of Selectmen reviewed the policy of the County for making copies of documents. The County charges $2.00 each. The Board has decided to charge $1.00 per copy, All in favor so voted.

After calling the DRA on a different matter, Russ A. was told that Westmoreland would not be getting any shared revenue this year from the State. In the recently passed State Budget, shared revenue to towns and cities was eliminated. In 2008, the Town received nearly $18,000 and had expected approximately $17,000 in 2009. So, our expected income will be reduced by $17,000.

Russell K. moved to adjourn the meeting at 8:14 PM. Seconded by Russ A. All in favor, so voted.

Respectfully submitted,                                                                                      Tina Blanchard, Secretary
