WESTMORELAND SELECTMEN'S MINUTES

                                                            April 2, 2009

PRESENT: Marjorie Merena, Russell Austin, Russell Kotfila, Tina Cutter, George Laine, Harry Nelson, Marshall Patmos

Marjorie Merena called the meeting to order at 7:09 PM.

PUBLIC BUSINESS:
The Board of Selectmen met with Marshall Patmos, Conservation Committee Chair. In order to afford greater resident participation on town committee, it is the intention of the Board to appoint new members to committees whenever feasible. Accordingly, Marjorie moved to appoint Bill Fosher to replace Russ Martens and Paula Page to replace George Duke. The motion passed unanimously. The Board thanks both Russ and George for their service to the Town.

 

Fire Chief Harry Nelson was in to inform the Selectmen that he is still planning on proceeding with the new tanker truck for 2010. Harry also discussed with the selectmen how to disburse the voluntary fire fighters stipend and was open to any of their suggestions. Russ K. asked Harry if the Fire Department would be interested in the selectmen’s copier for their department. Harry said that the FD really didn’t need it.


ACCOUNTS PAYABLE: Marjorie Merena moved to approve the Accounts Payable Manifest in the amount of $19,377.44, Seconded by Russell Austin. All in favor, so voted.

 

SELECTMEN'S MEETING MINUTES

Correction to March 19, 2009 meeting The minutes should have included: The Minutes of the Non - Public session of March 19th were sealed.

OLD BUSINESS
 At the last Selectmen’s meeting s letter was received from Jim Poulette expressing concerns about winter parking along
Depot Road. Gary reminded the Board that although the Town plows Depot Road, it is really a State road. Jim Poulette has since called and Tina spoke with him regarding the Selectmen’s decision and his concerns. The Selectmen have agreed to write a letter to the state giving their permission to put up no parking signs as Jim has requested.

 

A letter from Scott Talbot was received. No action taken at this time.


 The
Daggett Hill Road ordinance violation: A petition to the Cheshire County Superior Court was received from Attorney Bradley. Five copies were signed by the Board and were notarized by Tina. Russ A. will deliver the signed copies to Attorney Bradley on Friday morning.

 

The Farrhill Road paving requests : Since the last Board meeting, Russ K. has talked with Gary Hudson. Gary will try to install a fabric layer during this summer and, if it is financially possible, will try to do some paving the following year. Letter to this effect will go out to the three households that had asked for something to be done (the Piers, the Coxes, and Tim Thompson and Deb Stavseth).

 

The Welfare Guidelines presented by Elaine Moore were reviewed and some changes were suggested. Further discussion will continue at the next meeting.


Russell Kotfila has received an e-mail from Antioch Cool Monadnock Program. A representative   would like to attend a Selectmen’s meeting and give a presentation to conserve energy. Russ K. is going to request more information.

 

NEW BUSINESS:
Application for Property Tax Credit/Exemptions – The application of Edwin & Mary Sienkiewicz was approved and signed.


Intent to Cut Wood or Timber – Michael Cersosimo, Cersosimo Industries Map R 4 Lot 33  – Lincoln Hill Rd. was approved and signed.

 

Intent to Cut Wood or Timber – John Caveney, Cersosimo Industries Map R2 Lot 17, 18 was approved and signed.

 

Russell Kotfila will be the Board’s representative on the Planning Board for the coming year.

 

WARRANTS:
Timber Tax Warrant – Maxine & Steven Houle  Map R12 Lot
63 – South Village Road. The Warrant was approved and signed.

 

Russell Kotfila moved to adjourn the meeting at 8:46 AM. Seconded by Russell Austin. All in favor, so voted
