WESTMORELAND

 

SELECTMEN’S MEETING OF OCTOBER 19, 2006

 

            The meeting was called to order at 7:03 pm by Chairman Elaine Moore

 

Present were:  Elaine Moore, Wesley Staples, David Putnam, Lloyd Draper, and Barbara Chase. Ted Ferguson, April Ferguson and TJ Ferguson.

 

BUSINESS:

            Lloyd Draper and Barbara Chase were in to discuss the position of Deputy Health Officer.  Mrs. Chase is very interested in working with Mike Reed on the Pandemic workshops with Chesterfield and working toward ways to help Westmoreland if a Pandemic arose.  At a previous meeting the Board of Selectmen has approved Mrs. Chase as a Deputy Health Office.  The paperwork was given to Mrs. Chase so she could meet with the Town Clerk and be sworn into the position.  Mr. Draper was present to let the Board know he was very pleased and approved of this position for Mrs. Chase.

 

Opening of Bids for Property on Route 12- The bids were opened by Chair Elaine Moore.  Mark Theiss $27,100 and Ted Ferguson $23,755.  No decision was made at this time regarding the bids.

 

ACCOUNTS PAYABLE:

            David Putnam moved to approve the Accounts Payable Manifest in the amount of $15,686.11.  Seconded by Wesley Staples.  All in favor, so voted.

 

SELECTMENS MEETING of October 5, 2006 was approved and moved by David Putnam.  Seconded by Wesley Staples.  All in favor, so voted.

 

WARRANTS:

            Timber Tax Warrant for Douglas Kendall was moved by David Putnam, seconded by Wesley Staples.  All in favor, so moved.

 

OLD BUSINESS:  Mike Reed reported the audit is ongoing and should be completed soon for year 2005.

 

NEW BUSINESS:

            Town Mowing for year 2007 was discussed.  The Board decided to place the mowing for bids.  Moved by Wesley Staples, seconded by David Putnam.  All in favor, so voted.  The Secretary will place the ad in the Keene Sentinel.  Bids to be opened November 16, 2006.

 

Transfer Station – The town is looking for volunteers to work at the Transfer Station on Saturdays.  Any time given will be greatly appreciated.  The town has hired two people in the last four weeks and both have decided not to continue.  If the town does not find someone to work Saturdays or volunteers do not come forward, the landfill could close as Waste Management will not continue with only one person to handle Saturdays.  It is the town’s obligation to have someone there on Saturdays to help the attendant.  If you wish to volunteer some time contact the Selectmen’s Office.

Police:  Chief Cemoriles was in to meet with the Board.  The Board has requested the Chief meet with them at least once a month.  A letter from Scott Talbot was reviewed and the Board will draft a letter to Mr. Talbot for the Secretary to prepare for next meeting.

 

Secretary to the Board of Adjustment, Helen Draper will be resigning and the Board is looking for a replacement.  Anyone wishing to know more about this position may call Zoning Chairman Peter Remy.

 

ABATEMENTS:

            Hubbard Farms – River Road property – Wesley Staples approved the abatement as written by the town assessing company, Granite State Assessing.  Seconded by David Putnam.  All in favor, so voted.

 

            The MS 1 was signed by the Board of Selectmen.

 

Wesley Stapes moved to adjourn the meeting until Monday, October 23, 2006 at 7:00 pm as there were still issues to be discussed but needed to be presented to the Town Attorney before any decisions could be made.  Seconded by David Putnam.  All in favor, so moved.
