Westmoreland Conservation Commission Minutes
 
April 2, 2009.
 
Present: Marshall Patmos, Dick Schmidt, Russ Martens, Selena Gallen-
Alternate.
 
Meeting was called to order at 7:20 p.m.
 
Minutes of March 5, 2009 were read and accepted.
 
 *Old Business*
 
-Water resource/property line and zoning maps were received from SWRPC –
 
     Bill for $90.00 submitted and given to Marshall who will submit to the
town treasurer for payment. He will also submit the bills for member
reimbursement for attendance at the land summit meeting in Keene.
 
-Community Conservation Partnership –
 
     Nothing new to report-next step draft plan from Monadnock Conservancy
for our review?
 
-Wetland Issues on Route 12 –
 
     No report or wetland application yet from Dep Environmental Resources
–Storage shed at Lift-all was probably part of an original plan and does not
impact wetland.
 
-Community Roadside Cleanup –
 
     All set for April 18th- more volunteers with trucks needed. Russ
reported he will be distributing flyers to the school.
 
-Connecticut River Recreation Management Plan –
 
 Selena presented an excellent two page summary of the Connecticut River
Recreation Management Plan prepared by the Joint Rivers Commission. It was
suggested that we should give a copy of the plan and the summary to the
library.
 
*New Business:*
 
-Marshall discussed a CD entitled “The Importance of Hydroperiod in Wetland
Assessment” prepared by UNH Extension Wildlife Specialist Matt Tarr and
wondered if anyone would like to review it.
 
-Cool Monadnock- Dick reported that an energy bill #HB189 introduced in
Concord
 
 to create standardization statewide on how energy commissions cooperate. A
representative from the project has re-contacted selectmen concerning town
participation. Dick has informally been representing the town in this
project.
 
- Dick reported that he attended a 3/27/09 National Audubon  meeting in
Walpole National Audubon meeting in Walpole 3-27-09; There are 30 or so
Important Bird Areas (IBA’s) and land protection is a priority.
 
-Town meeting- following prolonged discussion at town meeting, the article
concerning expenditures for appropriate town conservation projects without
the town retaining a “title interest” in the property passed. We appreciate
the input and comments from Tom Hanna for helping to clarify some of the
issues of concern expressed at the meeting. Apparently a number of towns
didn’t include the article in their town warrant due to the difficulties
understanding the language of the proposal.
 
 -April 25th – Harris Center is having a vernal pools class- flyer shown to
all.
 
 -Marshall reported that immediately preceding tonight’s Commission meeting
he met with selectmen concerning appointments to the Conservation
Commission. He reported that they have appointed Bill Fosher to the
Commission to replace Russ Martens whose term ended this month. They have
also appointed Paula Page (currently an alternate) to replace George Duke
whose term also ended this month.
