Westmoreland Selectmen's Minutes

August 7, 2008

 

PRESENT:
Dave Putnam, Marjorie Merena, Russ Austin, Bob Moore, jim Cemorelis, Sean Parent, Dick Cate, George Laine

Dave Putnam called the meeting to order at
7:00pm.

PUBLIC BUSINESS:
Constable Jim Cemorelis introduced Constable Sean Parent to the selectmen. Sean has now completed the program at the
Police Academy and is certified. We discussed their presence in town. Both Jim and Sean will visit with the firemen at their next meeting. They will also talk to some of the residents to see how they may be of service around town. There will be a constable present during Town Meeting. Also, he will be present in the Town Hall on Election Days - both during the actual voting hours and during the counting of ballots. The selectmen also spoke of two specific issues of concern to some residents: the speeding of trucks on River Road and the speeding of cars in town, especially on Partridge Brook Road and South Village Road. These two issues will be addressed by both the constable(s) and the selectmen.


ACCOUNTS PAYABLE:
Russ motioned to accept the manifest in the amount of $19,747.68. Marjorie seconded the motion. All in favor so voted.

SELECTMEN'S MINUTES:
Russ motioned to accept the minutes of
July 17, 2008. Marjorie seconded the motion. All in favor so voted.

NEW BUSINESS:

Regarding the SWRP letter: A representative from the Southwest Regional Planning Commission will be attending the Selectmen's meeting on August 21. The representative will explain the Brownfields program.

 

Regarding the DRA letter: Because the Selectmen have not yet received the 2008 Town Meeting Minutes from the Town Clerk, they are unable to respond to the letter from the DRA. Marjorie will contact our DRA Municipal Accounts Auditor for a copy (as she apparently has one).

Regarding the audit: As voted at our Town meeting, the Mason & Rich Professional Association is attempting to proceed with an audit of our Town financial records. According to their letter to the Selectmen, they have requested a list of needed items from our Town Clerk. As the Town Clerk has not responded to their request, Mason and Rich have asked the Selectmen to intervene on their behalf. Accordingly, the Selectmen will send a letter to Cindi Adler and ask that she please comply with their request.


NH Dept. of Transportation - Fuel and asphalt cement price adjustments for construction: So noted. The letter will go to the Road Agent.

Letter from Stephen Aguiar regarding building permit refund: The Selectmen discussed the request for the refund of $33 for the permit issued on June 7, 2007 as there was a permit issued for the same on June 6, 2003. As per Building Ordinances for the Town of Westmoreland, Article II, Section 2:04: All building permits shall expire one (1) year from date of issue. Extension may be granted upon application for one (1) additional year. Therefore, since 4 years elapsed between the issuance of the two permits, no refund can be given. A letter and copy of the Ordinance will go out to Mr. Aguiar.


Regarding Putter's:  Dave explained that he had had a phone call from a resident that was concerned about the possibility of showing movies at Putter's on Rt. 12. If this were to be true, Putter's would need approval from the town before doing so. Our Zoning Administrator will investigate this matter.
