David Putnam moved to approve the Accounts Payable Manifest
in the amount of $135,127.18 Seconded by Marjorie Merena. All in favor, so
voted.
SELECTMEN'S MEETING
MINUTES of
NEW
BUSINESS
The Board of Selectmen received a letter from University of
NH Cooperative at the request of Pat Dugger from the
Garden Club to take a look at two trees in the town common that are apparently
dying. The University of NH recommends submitting a sample to the Plant
Diagnostic Lab at UNH to determine exactly what the problem is. The selectmen
determined that as the maple tree, which is close to the road, has sustained
damage from passing vehicles and road salt, should come
down and its replacement planted a safe distance from the Common. The pine is
too tall for placing holiday lights, and as it is dying should come down and be
replaced with a smaller pine tree.
The Board of Selectmen received an
application for reimbursement to towns and cities in which federal and state
forest land is situated. David Putnam moved to approve the application. Seconded by Marjorie Merena. All in favor, so voted.
The Board of Selectmen
received a letter from the Department of Revenue Administration to determine
whether the municipality will be utilizing the Form P-A Inventory of Taxable
Property Form. The Board of Selectmen decided to forward this letter to the city
assessor.
Municipal Volunteer Awards – is asking for a nomination to be
submitted for an individual whose efforts and dedication to community service
can serve as a model for the type of volunteer involvement without which town
and city governments could not function. A nomination was not submitted.
The Selectmen received a letter from the planning Board requesting that the Selectmen cease reclassification of any roads in town until such time as they can provide the Planning Board with verification that the town did indeed grant such authority to the Selectmen. The Board of Selectmen will address this with a Warrant Article at Town Meeting.

OLD BUSINESS
The Selectmen
discussed various uses of Town Hall by residents and non-residents. Marjorie
will draw up a use application and possible fee schedule for discussion at the
next meeting.
The Board of Selectmen met on July 16, 2007 at the Town
Hall with David Marcoux of Waste Management regarding
the breach of contract.
All agreed on the following:
The Westmoreland Transfer station will not accept
tires, oil, or fluorescent bulbs - they can go directly to

and computer monitors must go to specific transfer stations - the closest is
Keene.
The Town will deal with demolition. Money collected for placing
items in demolition bin will go to the town.
The Town will handle metal
and appliances and will collect a fee for leaving such items.
Waste
Management will haul our cardboard, paper, co-mingled glass/plastic/cans, and
empty the compactor.
We have requested information on
creating a "revenue stream" (getting Money) for recycled goods while paying WM
for hauling.
Waste Management will also supply an attendant on Wednesdays
and Saturdays. The attendant will turn all money collected over to the
Town.
Waste Management will have a new contract to us in 10 days. The
Selectmen will review it with attorney Sam Bradley.

Notice of Intent to Cut
Timber was submitted by Paula Fitzpatrick & Carlton Kibbee for Butterfield Hill Rd. - Map R8 Lt 28, 29. David
Putnam moved to approve the timber cut. Seconded by Wesley
Staples. All in favor, so voted.
Notice of Intent to Cut Timber was submitted by Marshall & Patricia Patmos for London Rd. - Map R19 Lt 15. The Board of Selectmen decided to return the Intent to Cut so that an estimated amount to be cut can be submitted.
LETTERS TO BE
SIGNED
The Board of Selectmen will be sending
a letter to William & Linda Schreiber asking them to please informing their
rental tenants on 48 Capron Road that it is illegal to block a Class 6 Road.
David Putnam moved to approve signing the letter. Seconded by
Wesley Staples. All in favor, so
voted.
